New Task Bar File Explorer Shortcut in Windows 10

I believe the critical piece of the puzzle is to copy an paste the following link to get to YOUR Task Bar:
%APPDATA%\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar

From there you can make the changes outlined in Item # 3 in his list.
